Mortgage rates are going down, but US home sales are still on track for the worst year since 1995.

Borrowing costs on a 15-year fixed-rate mortgage, popular with homeowners looking to refinance their home loans at a lower rate, were cut this week. The average rate fell to 5.84% from 5.96% last week. A year ago, it averaged 6.38%, Freddie Mac said.
